Rockstar are not 'highly talented' developers, they are completely crap at coding. GTA games on the PS2 always had bugs and Bully on the 360 is also buggy as hell. Rockstar are probably the worst big name developer for coding.
Also the majority of sites, IGN for example, said that GTA4 looks slightly better on the PS3...
