It's more like 1.15x the installbase. And obviously there are different standards for what is a flop and what is not for different franchises. GTA VI would be a flop if it sold 20 million worldwide, because it would be down massively over GTAV, but Dark Souls 4 would be a smashing out of this world success if it sold the same, because it would be gangbusters compared to DS3. Similarly, Halo 5 selling much much less than its predecessors means that it's considered a dissapointment, not because the numbers are "low", but because it's down so much over the last games and are no where near what the series used to sell. While Uncharted 4, which I honestly think underperformed a bit, is up notably compared to previous games.
