It goes to a repair center in Washington. I know because I've sent in my Wii, a USB LAN adapter, my first 3DS and my Game Pad.
You can go to Radio Shack, Home Depot or any hardware store and buy a screwdriver kit for no more than $20. It'll contain a head for every single type of screw you'd need to deal with. I tried repairing my Game Pad's jacked up left analog late last year. The only reason I was unsuccessful was because the replacement analog unit I ordered online was a faulty, cheap piece of shit I ordered online that came from China. I tried sending it to Nintendo afterward, but Nintendo sent it right back and wouldn't repair it because I opened it, so I had to just buy another one wholesaie.
