In fact, the ONLY Poison type move it learns naturally in Gen 6 is lol-Poison Powder. You have to teach it Sludge Bomb via a TM. Serperior learns two Poison type moves via level up. ;)

It was implied as Serperior is well known for being a huge disappointment since despite it's amazing looks it has a terrible movepool, which of course includes TMs and egg moves.

But this is 2016, and now Serperior is very popular not only on Battlespot, but on battle simulators like Showdown as well. It's in Smogon's OU (overused) tier now: http://www.smogon.com/dex/xy/pokemon/serperior/
Wondering why it's so popular now? Hint: it only involves a single move in its learnset, not some expansive movepool...
