How is this underperforming? Again it isn't called Avengers: Civil War, it is called Captain America: Civil War, or is it okay to call Batman v Superman super underperforming when it had key heavy hitters in the film, and Deadpool super overperforming, when it had only had deadpool as the heavy hitter? 

BvS did underperform. No way those guys at Warner sat there a year ago and were like "not reaching $900m is a good performance with these two guys fighting against each other"

I also think Deadpool did overperform. I don't really believe many would have thought some month before release that it will make over $750m even without the second biggest market on the planet (and it didn't release in Japan yet so some million more to come). 

Absolutely no idea what the guys at Disney expected from Civil War. Surely a lot more than from Winter Soldier but I think not as much as from The Avengers. Did they expect Age of Ultron numbers? I think they expected little bit less but not much less. They know that the name "Captain America" doesn't really excite too many people around the globe even when people know that there are also Iron Man and the likes in that movie so that it should perfom lower. Not to forget all the other superhero movies releasing before and after it which will also kill some ticket sales. 

Lawlight seems to think $1.3 billion is underperforming. I doubt that this is underperforming if you understand how some people around the world think about a movie called after a guy named Captain America. But I think that $1.2-1.3 billion would be also not something Disney would call a huge success. Only something pretty much in the expected range.

Well, that's what I think about the real opinions from the managers of these companies, not what they will tell the public. The public will only hear how everything is so awesome.
