It's both, but it's MORE of a Captain America movie.  

The movie brings together 8 Avengers and then 3 other characters who have or will have their own solo movie. As I said, it's not a Captain America movie just like Age of Ultron isn't an Iron Man movie even though he's the cornerstone of the movie. Cap might have a bigger role but the movie doesn't just rely on him.

The title of this film is: "Captain America: Civil War"

The title of the other is "Avengers: Age of Ultron"

Average moviegoers don't necessarily know that this means that Civil War has almost all f the avengers (Especially since Hulk is one of the more known characters and Thor is beloved).  Yeah, the numbers reflect the fact that MORE people are interested in it because Iron Man is in it, but the central conflict is still the struggle of Captain America in a movie titled "Captan America: Civil War".  So...yeah.  PRetty staightforward, it's impressive how far you are willing to go to twist this into a disappointment.  

I mean, given the quality of the film I do wish it was doing better.  Upon my third viewing I feel it may be the best film in the MCU and deserves Force Awakens level of money, but given the audience perception, that's not something to be overlooked.  It's still a Captain America movie in the eyes of most and fRankly I'm amazed it's doing this well with that title.
