The Dark Knight Rises made over a billion dollars and, even with its flaws, was still considered a critical success. TDKR didn't get a continuation becuase Nolan didn't want to make another one and Warner Bros saw the money Marvel was making off of its universe and wanted to do the same.

Yeah pretty much, I'm sure WB would've loved to have Nolan and Bale do a 4th Batman movie for them, but once they both moved on Warner wanted in on that "superhero super team" monies.
