I agree to some extent, but consider this:

 

They said that every Avengers mission would have to be approved by the UN before they could do anything. This would've made The Avengers pretty much useless. They'd use at least a week before they'd be able to respond toanything.

 

Imagine if some shit is going down in Russia. Do you think they'd approve to send in a de facto American team of superheroes to solve it, at least not before shit had gotten way worse than necessary?

The real important missions that require Avenger intervention would get them without much hassle. Nobody is going to keep them from fighting off Alien invasions, or Thanos showing up with an infinity gauntlet disintegrating people left and right.

There's no problem with them not being instantly called in for some situation like they had at the beginning of this movie. Those kinds of low threat, human engagements are what governments have their own military responses for. Sometimes it'll go better, sometimes it'll go worse, but the same is true with avengers on scene (case and point here in this movie). Then if a situation truly escalates to a level beyond their private means the Avengers can act as a last resort. I mean hell these Avengers don't/didn't even assemble for the hero's solo movie threats that truly would have benefited from another hero being there, so clearly it's not like they even feel this pressing need to be everywhere all the time. UN oversight would in no way diminish their effectiveness.
