I agree to some extent, but consider this:
They said that every Avengers mission would have to be approved by the UN before they could do anything. This would've made The Avengers pretty much useless. They'd use at least a week before they'd be able to respond to anything.
Imagine if some shit is going down in Russia. Do you think they'd approve to send in a de facto American team of superheroes to solve it, at least not before shit had gotten way worse than necessary?
