Diplomacy is the last stage before retaliation. Or, rather, the only stage. I know rolling over and taking it is really popular these days, but I don't know where the outrage is coming from.
Country A, who has had people fly planes into their important stuff in the past, demands Country B stop flying their planes so close to their important stuff. Country B ignores Country A. Country A calls for official meetings to solve the issue through diplomacy, but Country B continues to do whatever they please.
Country A feels threatened and threats back with promise to shoot down any aircraft flying near their important stuff. This is where it will go if Russia doesn't respond favorably, no matter who is in office.
... Unless we elect a giant pansy.
