Discs right now hold 25 GB so how is having 7 more GB not enough?

Those 25GB are per layer. Wii U only uses single layer discs, that's why Xenoblade Chronicles X has the download content, but like every other Blu Ray based dusc, it can be double layer and have a total of 50GB.
