Because Batman v Superman had a 31, then a 30, then a 29, then settled on a 28. It was terrible.
Civil War had 97, then 94, then 92. it's still above 90. Even if it settles in the high 80's range, that's still immensely impressive, and unless it gets like 400 negative reviews, it's not gonna match the atrocios 28% Batman v Superman is at.
