Dev tools are not really the problem so much, as far I can tell Nintendo's made reasonably easy to program for hardware since the N64. Yes maybe not perfect to your exact liking but easy enough.

The problem with Nintendo is they simply don't make games very quickly period. You could give them any development tool on the planet and it wouldn't make a difference really. Unifying library as such is likely not even a choice, they simply would not be able to make enough PS4-style games to support a console going forward, a unified library is the only way to get sufficent software per year.

LOL! Nintendo makes easy to program for hardware?! Compared to who? Sony and MS are MILES ahead of them in terms of developer tools and developer hardware. Nintendo would have to make a gargantuan leap with the NX to even catch up to Sony and MS, much less exceed them. It's actually harder to do basic debugging on a Wii U dev kit than it is to tune variables on the fly on an X1 kit. There's nothing easy about developing on a Nintendo platform in my experience, and their support is even worse than their tools.
