But then im not even sure if something like this would work, since people would still prop get smokes illegal anyways on the black market. so the companies can keep those raised taxes? Kinda doubt it.
Also what harm do the pictures on the boxes do? They surely don't increase sales, can be printed on the box without much effort (basically cost neutral) and if only a few people stop smoking because of that it's already worth it.
