That way they'll get some 3DS owners double dipping.  It makes the most sense financially.  

I think that people who want to buy DQXI will do it on the first days for PS4 or 3DS. No point really waiting for a port. The game will be huge in Japan and of course Sony will advertise it as the ''game changer'' for PS4 in Japan.
