I don't think it takes hundreds of people to do all that, and it doesn't need to be done now. Even if Nintendo chooses to unveil the system at E3 and then release it in November, that gives their branches several months to prep ... which is ... normal in most other businesses. In most businesses, they don't announce a product 1+ year out and then sit around waiting for it to release.
Nintendo doesn't operate like many other companies either, not even at Sony or MS are things like release lists given to employees with codenames so their own employees don't know what's being worked on overall.
