no it's not, I don't know where you're from but you can't just go into any store in the US and get a game that came out anytime recently discounted 25%.  You can easily do that in Japan.  It's like that in every store in Japan, it's not some kind of special deal.

Why would you discount a fresh retail game? You lose any profit that way. It makes no sense. In the US, you can buy pretty much any game used so you can get a game lower than retail price.
