To play PC games at settings of an xbox one game, you will need at least a $300 rig, excluding monitor, gaming mouse etc, and further money to upgrade parts to play games in a couple of years down the line due to PC games not as well optimized as console games.
So no, gaming PC is not a real alternative to someone who just wants to drop $300 and play games with ease for the next few years or so.
If you have a PS4, there probably isn't much need for an Xbox one now, but I doubt this was ever even an consideration for most playstation gamers.
