I'm not against a FFVIIR multiplat, but generally this kind of unfounded rumors brings many expectations that ultimately becomes disappointment when it doesn't happen.

Major appearance on nintendo consoles vs basically no appearance in cloud's case.
Square was very clear multiple times that it's a timed exclusive.

But timed exclusive doesn't mean it will release on more than 2 platforms.
PC and PS4 are currently the only platforms for this game officially.
If the appearance of Cloud in SSB means something (I won't say so, time will tell if I'm wrong), it could also be linked to KH3 for exemple, Cloud is a (guest) character of this universe too.
