If FFXV can run on an XBox One, it could run on a high end mobile chip (like the Apple A9X) at 960x540 resolution in my opinion.

A9X is roughly equivalent to a Nvidia GT730M processor, and that processor for laptops can run PS4/XB1 only games like Assassin's Creed Unity and even things like Witcher 3 OK. They may have to scale down the effects a bit though.
