For me it seems like it is a more fleshed out Mii Plaza for the 3DS. Where you have the greeting and what you like and each time you tagged them you got to give feed back and personal messages. So it's less IM and more of a post-it-note type of communication.
And in the US the points expired, though I think it was something like after a year or two. But from what I have read there will be a lot more to turn the points into this time around so there should be old points just chilling in your account.
