They're different approaches to the Fire Emblem franchise, so it makes perfect sense to review them separately.

If the point of the review is to inform people about whether or not they should buy the game, you can't inform people about whether they should buy conquest by playing Birthright, because you can't really say anything about whether or not the difficulty is too unforgiving for newer players.

If you have to play both to be able to review them, then it makes perfect sense to review them separately.

Different approaches is a very nice way of saying different difficulties. It's two perspectives on the same events.

It'd be like reviewing a Saga or Suikoden several times because there are multiple campaign where you get a different side of the story.
