Flawed as it is, I have to go with Fatal Frame myself.
Yes, the backtracking was excessive, but the eerie atmosphere and using the Gamepad as a camera were awesome enough to outweigh its shortcomings. I'm a sucker for horror games, but the current breed of more action oriented AAA "horror" or cheapo indie fluff don't do it for me. Fatal Frame is a throwback to the golden age of survival horror, and while that brings with it certain archaic design elements, it also brings a genuine creepiness that's hard to find these days.
