I feel like most responses in here are just thinking that "overrated" is when you don't like something you think everyone else likes. "Overrated" is a more sweeping term than that, which is why people might get upset when you say something is overrated simply because you didn't like it yourself.

When you say something is "overrated," it typically means you think that it is liked more than you think it should be, regardless of your own preferences. Kind of like how you can't say that a cake is a bad cake if you don't like cake to begin with.  (Edit: Well, you can, but not in comparison to things you enjoy.  Like if you really like bagels, you don't compare your like of bagels to demonstrate how bad the cake is).
