It's the same fallacy as people thinking that fan service does make bad animes when it's just bad animes that employ the most fanservice.

Moe isn't defined through anything really when all it boils down to is "adoration for a character" so you don't even need appearance or behaviour if you really want to get arbitrary about it ...
