I think most gamers with knowledge of the industry get that is the case.
At the same time, a lot of gamers are willing to shell out the money just to have a nice looking figurine to occasionally use to unlock stuff in a game or to just have on their shelves. It is kind of like those that get pre orders just to get free DLC from retail stores that does nothing, at least after the game has long since faded, you get to have a hopefully nice looking figurine to keep.
It is something of a sad state of affairs but it is what it is.
