I think they could make money. People who buy more games would likely play more, so say they have 4-5 games, that's like $300 to Nintendo, that would be equivalent to a streaming service for a while. Or they could have the base $5/month package say which gets you VC/Wii-Wii U games/a few NX titles, then you are free to purchase any game if you want for the full price. The $5/month pays off their server fees.

Would they not be better off just not having that option available though? Like, if you want to permanently 'own' a game you need to buy the 'full NX' console and download it rather than just streaming.

It could go either way, I'd rather have the option though than not have it. As we've seen some people simply are not willing to pay $200-$300 for a console largely based around Nintendo content.
But this way, lets say they have a soft spot for Mario Kart or Smash or something ... would I rather have their $60 business or not? I'd probably say yes.
Maybe they enjoy the game so much that over time, say the price of the dedicated hardware is now $150 or something, that they decided a couple of years later "ok, well maybe I'll get the full console now".
