Why not? To make the game unique. MM was the only case ever they reused assets and that was a second zelda in a rush to release.

The more technology advances, the more time and resources it will take to make a videogame. And with Nintendo's history of delays, they need to find someway to speed up their software production. There's nothing wrong with Majora's Mask looking similar to OoT, and the same could be said for Zelda NX looking similar to Zelda U. They'll have time to work and polish those ideas used on Zelda U and make them better. And as long as it's a good game, it that really bad?





You know it deserves the GOTY.
