Why? The concept and mechanics have already been there. I believe that developing a game from scratch takes more time and resources than a sequel because with a brand new game you need to evaluate what works and what doesn't. There's the hardware transition in this specific case which might take some time, okay, but other than that, sequels usually come in quicker development cicles.
