The current X1 is still made at 20nm I believe, it's going to get a die shrink to 14nm/16nm (or Nvidia signed a deal with Samsung for that). That version of the X1 will be able to fit into tablets without much fuss I think.
I don't really even see why a battery has to be limited to 3000 MaH. Change the form factor, it's not like kids even see a folding portable design as something hip or modern so they sure as hell aren't asking for that. Or even in a 3DS like design, you could use the space behind the top display for a large sized battery.
