Largely because the Wii's first year was considerably fattened by games cherry picked from the GameCube like Super Paper Mario, Fire Emblem, and Twlight Princess. Remove those and it's not so far above the Wii U, also factoring in the Wii is basically just a recycled GameCube chip so they didn't have to adjust to a new generation of hardware either.
