Also, the Zelda team isn't who would be making this. When they did tests for HD Twilight Princess, Wind Waker and Skyward Sword, Aonuma said "Just because one for Wind Waker is happening, doesn't mean one for the others will. But who knows. Maybe someday if someone else does it"

Even if other teams do it, the Zelda team is over them looking at the progress, just like they make with Grezzo and Tecmo.

Aonuma can overlook the process yes, but it won't delay Zelda U any longer. Generally I'm sure Aonuma makes a decision for the Zelda team to work on and then after a few days sees their progress and then he changes things. He can work on more than one project at the same time since it's not only him making the game.
