Upscales aren't remasters. When you remaster, you recreate the textures @ a higher resolution (which costs more), you can't just open up paint and stretch the textures. The hardest part of HD Development is the asset creation which now must be higher definition, obviously the same holds for remasters, asset recreation is by definition asset creation. Asset Creation is also, typically the most expensive part of game development, some times marketting takes #1.
