If I recall correctly that statistic comes from new PSN and XBL subscribers. PSN account cover all PlayStation products so you would only create a new one if you never had a PlayStation device before. Yes its possible that those with PS3's waited till PS4 to make a PSN account, but that is extremely extremely unlikely. You also register your devices on your PSN to tie them to your account, so sony can easily see who got PSN with PS4, and I'm sure XB1 works similarily.

 

Assuming most people who already own a PS4 have owned a PS3 and similiar is pretty baseless, especially considering last year's PS3 releases and this year's cross releases. There is simply more evidence to the contrary.
