Microsoft doesn't "give" stock to retailers. They supply as much as the retailers order. If a game sells out at a certain retailer (FYI as far as I know only the XBO bundle sold out, not the game itself) that only means it met the expectations of that specific retailer, and doesn't say anything about it meeting the expectations of Microsoft themselves. Microsoft could expect retailers to order a million copies, then they only order 200k copies, and then the game sells out. That wouldn't mean that it reached Microsoft's expectations, just that it reached (and surpassed) the retailers' expectations. So in the end we know nothing about wether or not Forza 6 has met Microsoft's expectations.
