Because the eshop will be used on the NX whole sale and seamlessly, unlike the prior marketplaces. The NX will launch with the full Wii U, and likely select 3DS, library of eshop titles from the get go. It will carry over. 

We don't know that. How can you be so sure of that? NX will probably be a different architecture than Wii U. Why should all Wii U games automatically run on NX? Do they emulate the PowerPC on hardware which ain't much faster (or probably even slower in case of the NX handheld) or will they add expensive hardware for BC? How big and heavy will the NX handheld be if it has to be able to play WiiU games (which were optimized for different hardware) additionally to native NX games?

I would be very happy if the NX hardware is 100% backwards compatible to Wii U and 3DS. But I have serious doubts that it will happen.
