This is just my hypothesis, but I think that's where Nintendo's new membership program that'll be replacing Club Nintendo will come in.
Maybe if you're subscribed to their new program, they can give sweet deals regarding the systems like:
If you buy the handheld and register it in the service, you could get a printable receipt from the website that lets you get 50% off on the console plus a free game of your choosing. Although they could be taking a hit in the profit department off the console, especially if the new service is free.
