Except that there is no 3DS version that is ... actually not a handheld that costs only 50$ instead of 3 times more. This is very similar to the game boy adapter of GC and... people didnt counted that as a GBA.

Considering that Vita TV can play Vita games on its own without needing to be attached to anything, it should be considered part of the overall numbers. It's not similar at all to an adapter because it stands on its own. Vita without a screen is more accurate.
