I somewhat regret spending 20 minutes refining google searches trying to figure this out, but finally, I got it. This girl is not from an anime. She is from an H-Game VN called Natsu no Ame, or Rain of Summer/Summer Rain. She is Midori Miyazawa, although, even if you're interested in the game (so lewd! :p), unless you know Japanese or Chinese, you're out of luck.
