From y-koron's sources, it appears that pre-orders stand for the retailer orders of the game. I believe Trusty Bell and NGS had 70k pre-orders for their first week, FolksSoul only had about 20k. 300k sounds like retailer orders for HSG5, and it's a big order because it's considered a big franchise in Japan. It's also the reason it is getting a bundle, in hopes it'll move systems.
