excessive force is defined as: An unreasonable seizure occurs when a law enforcement officer usesexcessive force in making a lawful arrest. I'm not a lawyer, nor do I want to be, but I would argue pinning him down and calling more officers against a 14 year old, which we do see in the video, would constitute excessive force, but that assumes the arrest was lawful itself, and its up to a judge.
