The sub and special are the only reason it's good, the main weapon itself has just as bad accuracy as the areospray, which is why the Custom version is D-Tier since it's completely reliant on the main weapon. Oh wait I forgot to list the custom and the range blaster, doing that now!

Yeah it is, but that special is so good that it should at the very least be A-tier imo.
