It might seem questionable to you, but for someone like me, a person who can appreciate a developer's vision, it's an accurate representation of what Valhalla has been going for. Devil's Third is a piece of art that is critical of the current state of the video game industry where cynical suits dump unfinished products on the market and hope that uneducated consumers purchase the game before everyone realizes how bad the product is. Devil's Third strived to be a reflection of the reality we live in, and it did a damn fine job at it. Its gameplay sections are so well executed and consistent with the game's overall quality that not allowing it its quirks would be to completely miss the point. Personally, I think it harkens back to Metal Gear Solid in terms of pacing, to Killzone 2 for its gunplay theatricality, and to Vanquish for its replayability.
