While I personally consider it a price drop, I can see where others do not. The PS3 losing backwards compatibility required changing the insides of the machine to drop the price of that machine. Xbox One just stopped selling the mandatory Kinect bundle exclusively. In that sense, it's always been $400, you just couldn't get it for that price for the first year.
