The new reviewer could simply appreciate the game more than the previous reviewer. That's why we can have completely different review scores for the same version of a game as well. Because it's opinions, not sciense.

We've also seen the opposite happen many times. The PC, PS3 and X360 versions of Resident Evil 4 had more features than the GC version, (an entire new story campaign with Ada for example), but the Gamecube version still has a significantly higher (10+) Metacritic score.

Agreed. And a difference of 1.2/10 is nothing against these two reviews (both GameSpot by different reviewers):
