Almost every anime has at least one "perfect homemaker" type. In general, though, with as much time as some students spend studying and going to cram school, it wouldn't surprise me if many of them go into college with minimal cooking skills. Even in western countries, with so many double income households, I think there are far less opportunities for many teenagers to learn cooking.
Judging from anime--which is always wise and accurate--Japan does seem to have a lot of the ditzy type. Maybe it's because of anime/manga. Life imitates art.
