There will be no PC game from MS that will not require you to upgrade to Windows 10. Its a ploy by MS to not only to get you to upgrade to Windows 10 but also use XBL on Win 10 and sign up to their services even if you only have a PS4 console. You are still within MS platform and services so dismissing this point actually blinds you to the importance of how MS sees the situation. This, so very much. The Xbox community will grow to over 100mn next year and MS would be smart to release all games on both platforms with cross buy and cross play.

Exactly.  MS would love for people to say, hey I will not get an X1 for this game but will gladly upgrade to Win 10 and get it on the PC.  MS want gamers to stay on the PC using Windows instead of looking at Linux or Valve Steam OS or any other options. Cross buy definitely a smart decision since it gives gamers that feeling of getting the best bang for their buck so they stay with MS services.  You can really see this focus from MS to attempt to create this huge eco system with the PC, Tablet, Phone and console space to entice developers and consumers.  

This is MS big pitch to get to a critical mass of devices which then bring in developers which of course bring in consumers.  Should be interesting to see how this plays out in the next few years.
