NoJ had probably faith in it at first and fund it but they probably didn't like what they saw or play and decided to make it retail exclusive to amazon in Japan and and NoA just decided to outright skip it and focus on the other games releasing this year that all will likely sale more then Devil's Third.
(not sure what NoE plans are aside from releasing but i get the feeling that they will pull a NoJ)
