Nope. 

Of course Nintendo was clever enough to withdraw Ocarina Of Time and Majoras Mask from the Wii VC shop BEFORE releasing the 3DS.

There should be also plenty of Zelda VC titles available on the 3DS eShop I didn't count. 

 

So maybe its a tie

 

But still - do youself a favor and get a New 3DS. OoT deserves to be experienced as a little treasure box
