NX is a PLATFORM. So more like an Operation System which can run on DIFFERENT HARDWARE.
While it could be possible to make a (New) 3DS successor which can be used on a TV (maybe even stream to it like Apple TV etc.) - that doesn't make much sense as more powerful GPUs simply need more cooling then a plastic handheld case without any fan can provide.
Also of concern is pricing: the better the performance/watt ratio is - the higher the components prices are. Nintendo is known to use low budget components and get the most out of it.
And for some years to come having two different dedicated machines are simply the most efficient way to deliver performance/money.
NX main target is to drop development costs. This is even more important as when NX is going to be Linux with some Android libraries - Nintendo can use the SAME CODE BASE to deliver console, handheld AND mobile games.
It is even possible TO MAKE THE WII U AN NX CONSOLE by updating their OS. There is enough Flash in them even in the basic Wii Us to make this possible...
